Rapid Action Aid Initiative (RAAI) is woman led organization and independent registered non-governmental, nonprofit, Non-religious and equal opportunity, civil society organization based in Maiduguri. RAAI is a registered organization with the Corporate Affairs commission here in Nigeria with a CAC / IT / NO 138018. The organization aimed to give her support across all sectors towards the affected populations within the BAY states to provide services towards their holistic development all round through capacity building, advocacy, Sensitization, Rapid assessment with inclusion of emergency response interventions in the areas towards early recovery to foster human development through SGBV programming, Sexual Reproductive health, Nutrition, WASH, General Food Distribution, CCCM, NFI, Shelter, HIV / AIDS Prevention & management, General health & hygiene, Education, women empowerment, livelihood, governance, free legal aid & human rights, registration and tracking of new arrivals who are displaced due to violence, conflict or man-made disasters such as Mainstreaming Peace Building in all round programming with many among others.

Job Description

  • The MEAL Officer will monitor Programme results and logical framework and Programme data collection, analysis, and reporting.
  • Supervised and guide community base staff on data collections for quality data.
  • In-depth Experiences working with NHF, ECHO, USAID and OFDA will be an added advantage.

Leadership and partnership:

  • Manage all technical aspects and actions of MEAL regarding the GBV programs and also respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.
  • Improve M&E / MEAL systems and approaches and foster learning.
  • Represent RAAI at technical meetings, forums, and other events & build partnership within GBV sector consortium partners and also and other areas of expertise.
  • Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.
  • Prepare 5Ws reporting along with the GBV Program team.
  • Collaborate with consortium partner teams to support harmonization of MEAL systems and approaches, sharing capacity and experiences for the good program and achievements of the projects.

Program Design and Learning:

  • Participate in program / project design specially in developing log frames.
  • Design, develop and continuously update project M&E, and impact measurement tools and systems on timely basis.
  • Develop and make sure all the projects have tested monitoring tools that capture both program activity and indicators progress.
  • Organize periodical ongoing sector level review, reflective practice, evaluation, and progress monitoring events by involving communities and local partners.
  • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties.
  • With support from the Sr. project Manager, establish and maintain project level information management system.
  • Design a strategy to collect filed level information required by RAAI, donors and/or stakeholders.
  • Coordinate synergy and cross-learning among different projects.
  • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

Technical Oversight:

  • Use learning, evidence, and data from previous projects to inform project proposal design.
  • Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management.
  • Develop and manage information management systems for monitoring and evaluation and generate periodic reports to inform and guide programs.
  • Develop, initiate and Oversee implementation of M&E systems (including HIMS, EMR and DHIS) through regular field monitoring visits and tracking of Key Performance Indicators at the facility and camp level.
  • Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.
  • Supervise M&E / MEAL field activities.
  • Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.
  • Produce quality reports and updating dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
  • Identify, detail, and share lessons learned to improve services and results for our clients.
  • Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all field program interventions.
  • Engage in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.
  • Advocate for and support the expansion of standard mobile data technology and online dashboards to enhance timeliness and quality of data collection, analysis, and visualization.
  • Ensure a high level of communication and close working relationships with the project team, project implementers, and other key stakeholders.
  • Contribute to RAAI and consortium partners effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

Main Duties & Responsibilities

  • Track the project performances vs. project indicators
  • Create and manage databases to ensure the traceability of the project beneficiaries and assistance provided.
  • Regularly conduct on-site monitoring and post-distribution survey
  • Review, clean and analyze all project data, including but not limited to: beneficiary registration, onsite monitoring, post-activity monitoring, final evaluation.
  • Ensure that the project mid-term evaluation and project’s Real-Time Evaluation are conducted in a timely manner and as per donor’s regulations.
  • Ensure the project final evaluation is timely conducted.
  • Elaborate, review, and test all M&E tools.
  • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project including for the registration of beneficiaries, the registration of traders/vendors, the monitoring of the project activities, the post-distribution household surveys, the baseline study, and the mid-term and final evaluations.
  • Establish and manage a system to track beneficiary and non-beneficiary’s feedbacks and complaints management.
  • Ensure a timely submission of the post-distribution monitoring reports, feedbacks and complaints management reports, and evaluations reports.
  • Support the development and testing of electronic data entry questionnaires during periodic surveys and data analysis using an appropriate statistical package.
  • Train enumerators and daily workers on data collection tools and on the utilization of iPads and/or android devices.
  • Supervise data collection exercises.

Position Requirements

  • Bachelor’s Degree or Engineering Degree in Information and Technology Management / Statistics, or any other relevant equivalent Degree.
  • Master’s Degree in relevant fields; Information and Technology Management, Statistics, Public Health, Engineering will be an added advantage
  • At least 6 years full-time experience in Monitoring, Evaluation, Accountability and Learning, preferably with an international/national NGO
  • Be proficient in the use of computer applications (Microsoft Office – Excel, Word, PowerPoint).
  • Be proficient in the use of M&E tools
  • Demonstrated appropriateness of quantitative statistical management programs including, SPSS, KOBO, ODK, and EXCEL
  • Have excellent team, budget, project management and representation competencies.
  • Good use of English and Hausa languages.
  • Be committed to Action the RAAI”S mission, values, and policies.

Salary
N200,000 – N300,000 monthly
